Inside ETP - A Behind-the-Scenes Glimpse of ETP Operations

Though appearing outwardly seamless, the complex operations of ETP behind the scenes are enough to make even the most seasoned ETP program veteran do a double take. Marketing, eligibility determination, application processing, project/contract development, invoicing, legislation/regulations and legal matters are just a few issues ETP navigates on a daily basis.

ETP employees work simultaneously to achieve the same goal: to make California businesses and workers more productive in order to meet global competition. To provide you with a bit more insight, each edition of the ETP News Link will profile a working unit within the ETP program. Please enjoy our inaugural Inside ETP series:

Planning and Research Unit

The Planning and Research Unit (P&R) plays a key role in ETP program operations. As the nucleus of ETP, the P&R staff of six are charged with a variety of tasks, including: monitoring statewide economic and workforce trends; crafting program policy; constructing ETP's yearly Strategic Plan and Annual Report; providing budget-related support; conducting internal and external research studies; overseeing ETP's website content; and, preparing ad hoc reports and studies for legislative and public distribution.

P&R additionally works closely with ETP's Executive Staff in the development and implementation of legislative and regulatory proposals impacting the ETP program. Staff track and collect statistical contract data for reporting purposes and for use in analyzing the success of the ETP program. The Unit serves as liaison to the Governor's Office, Labor and Workforce Development Agency, and the Legislature, and responds to public requests for program information relating to industry sectors served by ETP.

Needless to say, P&R is a critical component of the ETP program. In its constant evaluation of the program, P&R maintains program quality that ensures that ETP continues to be responsive to the ebbs and flows of the California economy.
