Funding for WIA Grant Recipients

The Employment Training Panel (ETP) contracts directly with employers, groups of employers, training agencies, and Workforce Investment Boards (WIBs). Although it may not be widely known, ETP also funds grant recipients that receive Workforce Investment Act (WIA) funds - federal training funds distributed primarily through the WIBs.

ETP funding assists One-Stop-Centers and other grant recipients in the delivery of training that is normally not allowed or is very limited under federal regulations, such as incumbent worker retraining. For example, federal funds are often used for pre-employment training for the unemployed or individuals who have never been employed. ETP funds allow One-Stop Centers the opportunity to provide pre-employment training using federal funds and post-hire training using ETP funds. This leverage of training dollars allows employers to expand their potential funding at the local level.

ETP recently awarded training funds in the amount of $140,134 to the West San Gabriel Valley Consortium (Career Partners) to train almost 200 workers in continuous improvement, manufacturing and management skills. This project will help ETP's priority industries such as manufacturing companies receive customized job training for their currently employed workers.

Another example of grant recipient funding is the contract for $442,000 awarded by the Panel in September to Community Career Development Inc., also known as the Wilshire-Metro WorkSource Center, to upgrade 45 Certified Nurse Assistants to Licensed Vocational Nurses. This project will provide training in another one of ETP's priority industries - healthcare.

ETP's current WIA grant recipient contracts are a direct result of ETP's efforts to create partnerships with other training funding agencies and training providers in the state - partnerships that are excellent resources for local entities to assist employers with incumbent worker retraining not only in manufacturing, but in other ETP priority industries as well.
