Partnership with the Labor Community
The Employment Training Panel was founded in 1982 through the cooperative efforts of both business and labor, and continues to promote joint business-labor job training programs for workers represented by collective bargaining agreements.
Represented workers receive skill enhancement training through contracts between ETP and employers directly from employers or designated training vendors. Also joint apprenticeship training councils that traditionally provide apprenticeship training can contract with ETP for journey-level or pre-apprenticeship training.
In order to foster its important relationship with the labor community, ETP has partnered with the California Labor Federation AFL-CIO to promote ETP funding opportunities to the labor community.
"Across California, unions and their signatory employers drive the most innovative and successful industry-based training programs in every key industry sector," said Art Pulaski, Executive Secretary-Treasurer of the California Labor Federation. "ETP funds can, and often do, expand these efforts, increasing access for more workers and providing the impetus for business and industry growth."
As an ETP marketing contractor, the California Labor Federation's Workforce and Economic Development Program (WED) connects existing labor-management training partnerships with Panel resources, and works to establish new joint training in industries that drive the state's economy. To ensure a proposal's success, the Labor Fed assists unions and their employers through our application and project development processes.
