Support for Nurse Training Programs

ETP continues to assist in addressing California's critical shortage of nurses through a pilot program designed to support the Governor's Nurse Education Initiative, launched in 2005. Since July 2005 alone, the Panel has approved more than $4 million dollars for the training of approximately 2,400 healthcare workers in order to support capacity building and employment retention of healthcare professionals.

A pilot program has been created to upgrade Certified Nurse Assistants (CNAs), currently employed in health facilities, to Licensed Vocational Nurses (LVNs). Funding is available for the final 750 hours of the 1,500+ hour LVN training program. ETP is partnering with employers, associations, Workforce Investment Boards and other organizations to leverage funding for these programs to make them affordable for all parties involved.

The Panel recently approved a contract with the Riverside County Economic Development Agency for $469,260 to train 45 CNAs to LVNs. Previously the Panel had approved two nurse training contracts totaling $688,600 for CNA to LVN upgrades, including $180,000 for the Quality Care Health Foundation (QCHF) to upgrade 30 CNAs to LVNs, and a $507,600 contract for the Sacramento Employment & Training Agency (SETA) to upgrade 80 CNAs to LVNs.

In addition, ETP is focusing on upgrading the skills of California's Registered Nurses (RNs) through the funding of specialty nurse training programs. Since July 2005, ETP has approved contracts with Southern California Kaiser, Universal Health Services of Los Angeles, the Regional Medical Center of San Jose, and Good Samaritan Hospital of San Jose to fund RN specialty training programs in areas such as cardiovascular care, stroke, stroke and trauma care, neonatal intensive care and intensive care unit critical care training.

These contracts not only provide specialty training for 1,033 RNs, but also fund training for Medical Technicians, Radiology Technicians, Certified Nurse Assistants, Respiratory and Physical Therapists, and Medical Assistants. The Kaiser contract also provides for retraining chart room workers, whose jobs were becoming obsolete, as medical assistants, phlebotomists, and clerks.

ETP is also contributing to the entrance of new workers into the health care career ladder. The Panel awarded George G. Glenner Alzheimer's Family Centers, Inc., a $315,975 contract to train 75 unemployed individuals as CNAs, Dementia Care Specialists, and Certified Home Health Aids.

ETP provides training funds to companies to partially off-set the costs of job skills training necessary to maintain high performance workplaces.
