Welcome to the inaugural version of ETP News Link, an e-newsletter designed to familiarize the business community with the availability of training funds through the State Employment Training Panel (ETP) program.

We are a business-labor collaboration that, for over 20 years, has provided training funds to California employers. The underlying principle of our program is that training leads to a more productive workforce and allows employers to compete in an increasingly global market. Since the program began, we have reimbursed approximately 60,000 companies and training agencies for the cost of training some 650,000 workers. We invite you to join in this partnership!

The ETP program is the State's sole discretionary resource for attracting and retaining businesses, which makes economic development one of our key goals. For example, the Panel recently approved funding for a comprehensive training project at Virgin America Airlines to locate its headquarters and hub operations in the Bay Area, thereby creating more than 3,000 new jobs.

Other states typically provide training funds to businesses through grants. Given our focus on economic development, we reimburse costs based on performance, whereby the training project must be designed to retain existing jobs or create new jobs. With this in mind, the Panel may target particular industries or occupations, and this year the Panel identified Nurse Training as a funding priority, given the critical shortage of trained workers in that field.

We also focus on the needs of small businesses, especially those with 100 or fewer employees, using a simplified and expedited application process. If the funding proposal is for $50,000 or less, any size business can take advantage of this expedited process under the new Fast Track program.

ETP staff in our regional offices is available to guide you through the process from start to finish. We offer this service regardless of your company's size, or the scope of your proposed training project.
