ETP Streamlines Processes

Over the last few years, ETP staff has worked diligently to improve program operations and on-line systems in an effort to streamline the process of applying for job training funds and managing job training programs in a less cumbersome and more efficient manner. These program improvements also benefited ETP during lean budget years, when staffing was substantially reduced. Currently, as the fiscal climate improves, ETP is developing more contracts than ever even while maintain its current staffing levels.

One of the major program improvements includes a redesign of ETP's website and the enhanced use of the internet in all aspects of the program. For example, mandatory on-site orientations have been replaced with on-line orientations. Also, preliminary applications to determine program eligibility can be submitted directly on-line.

ETP has expanded its efforts to deliver enhanced customer service through its marketing endeavors. Marketing staff are available to personally meet with potential applicants to answer questions and to provide assistance early in the application process. Thereafter, ETP regional office analysts assist applicants with the final application process and provide technical assistance throughout the duration of a two-year job training contract.

ETP contracts have also been streamlined and simplified, and a fast track process developed for the Small Business Program and contracts not exceeding $50,000, which allows eligibility determination and formal training proposal completion within one week. Project administration can now be done online and a pilot electronic recordkeeping project is now available, which expands the reporting capabilities of the online tracking system for ETP's contractors and internal users.

For the first time in many years, ETP fixed fee rates have been increased substantially, while at the same time, the Panel's list of priority industries has expanded - meaning that priority industry employers are eligible for higher reimbursement rates. The Panel's 2006/07 Strategic Plan provides an in-depth discussion regarding the following priority industries:

  • Manufacturing
  • Biotechnology and Life Sciences
  • Aerospace and Defense
  • Advanced Technology Information Services
  • Multimedia/Entertainment
  • Goods Movement and Transportation Logistics
  • Healthcare
  • Construction
  • Agriculture
  • Small Business
