ETP's Commitment to California's Unemployed Workers

Created initially to address high unemployment resulting from an economic downturn in California, ETP has since broadened its focus to include a role as an economic development program primarily retraining incumbent workers of companies facing out-of-state competition. However, California's current economic climate has resulted in a state unemployment rate of 9.3%, making it necessary for ETP to work aggressively to fund programs that train and place unemployed and displaced workers in high wage secure jobs.

In addition to a $5 million commitment ETP has made to support Governor Schwarzenegger's Talent Transfer Initiative geared to train displaced residential construction workers, since July 1, 2007, ETP has funded 38 "new hire" projects, committing $8.8 million to train 2,339 unemployed workers. During the last three months alone, ETP has contracted with numerous multiple employer contractors (MECs) to provide skills training and job placement opportunities for unemployed, at risk and displaced workers. A sampling of the contracts awarded includes:

  • Jewish Vocational Service of Los Angeles -- $918,935 to train 55 new hires.
  • NTMA Training Centers of Southern California -- $727,050 to train 150 new hires
  • City of Richmond Workforce Investment Board -- $197,478 to train 53 new hires, at-risk youth, and ex-offenders.
  • California Career School -- $339,290 to train70 new hires.
  • Regional Technical Training Center -- $460,080 to train 120 new hires.
