ETP can contract directly with the following entities:
Under it's core program, ETP can only fund training for employers that are subject to paying the Employment Training Tax. The core-funded ETP Program is supported by this tax.
Single Employers subject to the Unemployment Insurance tax and having a California Employer Account Number (CEAN) with a prefix of 699 or lower;
Groups of Employers, including Chambers of Commerce, Joint Apprenticeship Training Committees, Trade Associations or Economic Development Corporations;
Training Agencies include the following educational institutions:
- Community College or Community College District;
- University or University foundations;
- Adult School;
- Regional Occupational Program; and
- Private training agency with at least a two year history of providing training and placement services to the public, and appropriate certification (see below).
Training Agency contractors do not include training agency employees within the training population of their ETP Agreement;
Training Agency Certification
The Employment Training Panel has adopted interim guidelines to be used in making eligibility determinations for funding training by private post-secondary schools (Training Agencies).
The Training Agency Certification guidelines were adopted by the Panel at its meeting on January 23, 2009. The Panel acted in response to the fact that statutory authority for certifications issued by the former Bureau of Private Postsecondary Vocational Education (BPPVE) lapsed as of January 1, 2009.
The guidelines recognize approval by the South Bay Workforce Investment Board (WIB) as a substitute for BPPVE certifications. South Bay WIB reviews and approves Training Agencies for the purpose of federal funding, using an evaluation and data distribution system known as the Intrastate Training Resources and Information Network or I-TRAIN. South Bay WIB operates I-TRAIN throughout Southern California, where Training Agencies may contact a local WIB to begin the review process. South Bay WIB has agreed to extend I-TRAIN to other regions of the state for a flat fee to be paid directly by the Training Agencies.
Training Agencies seeking ETP funds for the first time must be reviewed and approved under I-TRAIN or its equivalent. Training Agencies funded by ETP within the previous five years may be eligible even if not listed on I-TRAIN, but only if their record of past performance is sufficient.
The determination of funding eligibility will continue to be made by ETP during pre-application. ETP will be guided by Unemployment Insurance Code Section 10210 and Title 22, California Code of Regulations Section 4400(z). Once obtained, approval under I-TRAIN will be accepted by ETP throughout the term of contract even if a successor to BPPVE is created.
Workforce Investment Boards (WIB) with the approval of appropriate local elected officials in the local workforce investment areas. The current EDD One-Stop Career Center Listing provides a list of Workforce Investment Boards located throughout California; and
Workforce Investment Act (WIA) Grant Recipients or WIA Administrative Entities selected pursuant to the federal Workforce Investment Act of 1998, with the approval of the local Workforce Investment Board and the appropriate local elected officials. The current EDD Local Workforce Investment Area Listing of One-Stop Career Centers represents a list of WIA Grant Recipients and Administrative Entities located throughout California.
